PREAMBLE: It is the intent of the American Pinzgauer Junior Show to provide each exhibitor an atmosphere of competitive spirit that promotes an educational experience, as well as honesty and integrity through competition. As an exhibitor, you have spent countless hours caring for your animal(s). Through this project you have gained knowledge in animal husbandry that includes: selection, genetics, nutrition, health, fitting, showing, economics and marketing. By participating in this competitive event, you are putting your hard work and effort on display before judges who will evaluate your Pinzgauer livestock in these shows. You are also on display before the general public that views the American Pinzgauer Association as an organization which is preparing you as a future leader in this association and in life.
Each of you should have the utmost satisfaction in knowing that you are entering this event with a clear conscience, that you did your best, and that you will walk away with more knowledge than you had coming into this competition. This experience is a valuable teacher which will allow you to gain knowledge and enable you to improve each time you participate. The American Pinzgauer Association strives to provide each participant an opportunity to enjoy competitive excellence. Remember the choices you make today will determine what you will have, be, and do in the many tomorrows of your life.
The American Pinzgauer Association expects each youth exhibitor to present an honest exhibit for competition to the best of their ability. There is no place for individuals that incorporates deception, dishonesty, cheating, or sacrifice the humane treatment of animals for the cost of winning at any show. Cheating defeats the purpose of the livestock show to teach animal husbandry and to improve the genetic pool. Above all, be honest with yourself and fellow livestock exhibitors.
On behalf of all the members of the American Pinzgauer Association, the President of the APA, the Board of Directors of the APA and the APA region hosting any show, we express to each of you our best wishes during the livestock show. We hope the experiences you gain will be positive and educational; challenge you to continue improving your skills in animal management; provide you with an understanding atmosphere of good sportsmanship and help to promote honesty and integrity in everything you do.
PURPOSE OF AMERICAN PINZGAUER ASSOCIATION
JUNIOR LIVESTOCK PROJECT
THE American Pinzgauer Association and the American Pinzgauer Junior Rules Committee encourages the American Pinzgauer Junior Members to exhibit their Pinzgauer animals in the National APA, Regional APA, 4H and FFA Livestock projects. These livestock projects (1) are tools for development of living skills for APA Junior members (2) provide an opportunity to expand their knowledge of livestock production, animal welfare and management, (3) improve and enhance Pinzgauer production in their region and state. Therefore, the purpose of the Pinzgauer Junior livestock program is to provide opportunities for our young men and women to develop character and living skills. Character traits identified are: leadership, honesty, respect, trustworthiness, fairness, responsibility caring, integrity, self-esteem, dedication, and citizenship. Juniors develop living skills and character traits when they are involved in each phase of the Pinzgauer Livestock Project from selection, to caring for the animal and on through to the show ring. The Junior Pinzgauer member is deprived of these living skills when he or she is not the primary person involved in fitting, grooming, caring and showing of the Pinzgauer animal. Any assistance provided by others in the care, grooming, fitting or showing of the Pinzgauer animal should be to instruct or teach.
RULE 1: EXHIBITOR ELIGIBILITY(A) Open to all bona fide members, but must be a member of the APA as a Junior Member, regardless of gender, race, creed, color or national origin, whose animals meet the minimum standards of quality established for the class and other rules of entry.
(B) Junior eligibility rules
(1) Must be 9 years old to 21st birthday.
RULE 2: Entry (Number of Animals) Eligibility
(A) An exhibitor may enter as many animals as he or she desires; however, no Junior will be allowed to enter more than two (2) animals in any class
(B) If an exhibitor has more than one animal in a class, only another Junior APA member may assist in showing the animals
(C) If any exhibitor has two (2) animals in a class, class championship, or grand championship drive, and no other Junior APA member is available to show exhibitors animals, then it will be up to the show judge to determine how he/she wants the animal displayed. The wishes of the judge will be ascertained before the beginning of each event by the Show Superintendent.
(D) If any exhibitor wins his or her class championship and has more than one animal in the grand championship drive, another Junior APA member may assist in showing exhibitors animal.
(E) Any exhibitor that wins more than one (1) class championship will always be allowed to exhibit his/ her animals in the grand championship drive.
(F) Exhibitor is allowed to use only one of his or her animals for showmanship.
a. Exhibitor may use only one animal for showmanship which was entered and shown in the National Junior Show and must be registered in exhibitor’s name. (New 3/07) No Cow/Calf pairs are allowed to be shown in Junior Showmanship
b. Exhibitor may only use his or her animal and animal must be registered in exhibitors’ name. Exhibitor may not use someone else’s animal or any other not entered and shown in National Junior Show.
RULE 3: ENTRY (ANIMAL) ELIGIBILITY
(A). Junior exhibitor shall be allowed to show only animal(s) registered with the American Pinzgauer Association. The original registration certificate must include the name of the junior exhibitor as owner ( and if co-owned name of co-owner must be on certificate along with Junior member) and date of possession must be in certificate.
(B) Junior exhibitors must have animals in their possession and under their personal care
120(changed 3/07) 60 days prior to any National Junior Show.(C) All heifer entries must be purebred (minimum of 87.5%) or fullblood (100%). All entries must be red and solid faced, with white underbelly and predominately white tail.
(D) All entries must have legible tattoos that agree with their original registration certificate.
(E) Tattoos and original registration certificate may be checked and verified by officials, at the barn on the day of arrival. All registration certificates will be checked for ownership dates no less than 120 days prior to show. Any registration certificate that does not have ownership dates or that has not been in the possession of the junior for 120 days days will not be allowed to show in the National Junior Show. If ear tattoos is unreadable or numbers do not match registration certificate, then the animal will not be allowed to show in the National Junior Show.
RULE 4: EXHIBITOR RESPONSIBILITIES
(A) Exhibitors must show their own animals. Exceptions will be made only in the following cases and with proper approval. In all cases, when the exhibitor cannot show his or her own animal, the exhibitor must have a bona fide APA Junior Member to show in his or her place.
1. Exceptions at National Junior Show
(A) Exhibitors’ animals will be allowed to show in class and in the championship drive only if the exhibitor cannot show due to illness, physical handicap, personal injury or death in the family, the exhibitor will arrange for a bona fide member of National Junior APA member to show his or her animal(s). The exhibitor or representative shall make the request in writing to the National Junior Committee for the National Junior Show and Pinzgauer Show Superintendent. The committee members and Pinzgauer Show Superintendent have the authority to approve or disapprove last minute requests.
l. Any Junior exhibitor who uses the above rule A is ineligible to participate in the Junior Herdsman Awards for that show.
(B) Exhibitors are required to keep their animals and exhibit area clean at all times. Exhibitors are required to feed, water and care for his or her animals in a timely manner.
(C) Exhibitors are required to keep the aisle and walk ways clean.
RULE 5: EXHIBITOR PRIVILEGE
(A) No one will be allowed in the judging ring other than the judge, contestants and show officials except in an emergency.
(B) If it is ascertained that any exhibitor or his or her parents, guardians, or chaperones have in any public manner taken exception to the judgment of the judge, superintendent, show manager or any other official of the livestock show, the show manager may expel the exhibitor and/or parents, guardians and/or chaperones from the competition from premiums or from exhibiting at the livestock show.
(C) If it be ascertained that an exhibitor has knowingly caused to be made or made any false statements in regard to any animal or if any exhibitor attempts to interfere with the judges in the performance of their duties, the exhibitor shall be excluded from competition.
(D) The Pinzgauer Superintendent and/or show manager shall have the right to exclude animals from competition if there is any unnecessary delay on the part of the exhibitor in bringing the animals into the show ring. The Pinzgauer superintendent and/or show manager shall excuse any animal from the show ring in pursuing safety for all exhibitors. If the situation permits, the superintendent and/or show manager will give warning to the exhibitor prior to excusing an animal; however, in attempting to maintain a safe atmosphere, PROVIDING A WARNING TO THE EXHIBITOR MAY NOT BE POSSIBLE.
RULE 6: LIABILITY OF EXHIBITORS
(A) In no case shall the National Junior Pinzgauer show, its National show superintendent and/or show manager, other official, and/or livestock show be held responsible for any loss, damage or death or injury, by disease or otherwise, to any person, property or exhibitor while en route to, from or on exhibit grounds.
(B) If the owners or others interested in the animals, equipment or property, desire protection against loss, damage or injury from fire or any other cause, they must make their own arrangements for insurance and pay premiums for that purpose.
RULE 7: Livestock Grooming Rules
(A) Junior exhibitors are expected to care for, feed, water, exercise, groom, fit, and show their own animals while on the grounds at any National Junior Show. Junior exhibitors will be allowed to receive assistance from family members, other National Junior APA exhibitors. Exhibitors’ animal(s) being cared for fed, exercised, groomed or fitted by anyone other than the above will be barred from showing at the next years National Junior Show.
(B) Exhibitors, family members, and Pinzgauer members are encouraged to report any violation of this rule, to the Show Superintendent and/or Show Manager. Where incidents of violation of the above rule occur, exhibitors, family members, and Pinzgauer members may report the violation with proof of its occurrence without an official protest to the Show Superintendent and/or Show Manager.
(C) Exceptions only for Juniors on Rule 4: Exhibitor Responsibilities.
(D) Exceptions only for Juniors on Rule 12-C-1.
RULE 8: ANIMAL WELFARE
(A) Any mistreatment of animals will be considered grounds for disqualification. Mistreatment includes, but is not limited to physical abuse.
(B) All animals shall be attended to in a prudent manner while at the livestock shows. They shall be fed and watered at recommended intervals while on the show grounds. Pen and/or tie space and aisles shall be clean and neat at all times.
RULE 9: FITTING OF ANIMALS—CODE OF ETHICS
(A) The National Junior Rules Chairman, National APA Show Committee, and or Show Superintendent reserve the right to disqualify anyone from showing in the National Junior Pinzgauer Show. Any person or ranch showing unethically fitted livestock or livestock of any ineligible age for exhibition in the class entered is expressly prohibited. Unethical fitting will be deemed to consist of any method altering the natural conformation of any part of the animal’s body. Animals showing signs of having been operated upon or tampered with for the purpose of concealing faults in conformation or with intent to deceive relative to the animal’s soundness will be disqualified. Any positive test results for anabolic steroids administered to an animal by either injection or diuretic or any other administration, then that positive tested animal will be banned from ever showing in any National Pinzgauer Show.
(B) No animal may be shown that has been artificially filled with any amount of liquid at any time once the animal enters the grounds of a show. Violations will result in disqualification and exhibitor will be banned from participating in showing and exhibiting all animals in the next years National Junior Show.
(C) Any person who furnished the birthday of the animal to APA (whereby that birthday information is transferred to the registration certificate) and that animal is exhibited in an APA approved show with an incorrect age and the age determined by the show designated veterinarian exceeds the age listed on the registration certificate, the person furnishing the birthday above and such person furnishing said information to APA for inclusion on the registration certificate shall be barred from participating in showing or exhibiting all animals in the next years National Junior Show.
(D) These rules shall not prohibit removal of warts, teats or horns, clipping or fitting of hair, trimming and polishing of hooves or other recommended management practices.
(E) Every exhibitor, in consideration of his or her entry being accepted, agrees to submit any animal so entered by his or her to inspection and agrees to have the animal submitted to any test as may be designated and requested by show committee, show superintendent or show manager and agrees that the conclusion reached to whether such animal is unethically fitted or overage, shall be final without recourse against the American Pinzgauer Association and/or designated personnel. Any animal not allowed to be inspected or tested upon request will be disqualified.
(F) The following list is prohibited:
a. No animal may be shown that has been artificially filled with any amount of liquid at any time once the animal enters the grounds of a show.
b. Surgery, including cutting or tearing of hide or subcutaneous tissue in an attempt to alter natural contour, shape or appearance of the animal’s body, hide or hair or silicon injection or other injections for cosmetic purpose shall be prohibited.
c. Attempt to disrupt or change normal dental development
d. ANY dying or coloring an animal to alter or enhance its color
e. Incorrect age registration
f. Tails are not to be “balled”.
g. No false tail heads (or use of any false hair), use of graphite, powders, hemp or other similar substances externally and steroids, growth stimulants or artificial filling internally, which would include stomach pumping, drench tubes, or any other method per os (by esophagus) is prohibited.
h. If any Junior exhibitor has willingly shown or entered an animal and any ranch or person has willingly participated in a deception of the Junior not having said animal in his or her possession and care (within the
120(changed 3/07) 60 day possession rule), then the individual ranch, person, and Junior shall be banned from showing all animals in any show for breaking possession rule and shall fall under suspension rule.(G) If an exhibitor animal is in violation of the code of ethics rules, in the opinion of the Show Superintendent and/or Show Manager and/or Junior Rules Committee the exhibitor will forfeit all awards and premiums for the animal. Furthermore, the exhibitors will be banned from participating in showing or exhibiting all animals in any National Junior Pinzgauer Show to include the following years National Junior Show.
Second violation- If an exhibitor has a second violation of the code of ethics rules, the exhibitor will be banned from participation in showing or exhibiting all animals at all National Junior Pinzgauer Shows for a period of three (3) years.
(H) Any false representation, interference or unprofessional conduct on the part of any exhibitor will be dealt with by the Junior Show Rule Committee according to the equity of the case.
(I) EXCEPTIONS: In the case of severely sick or severely dehydrated animals, the exhibitor may have fluids or electrolytes administered by a licensed official show veterinarian with the approval of the APA Show Superintendent and/or APA Show Manager. This exception is not applicable on show day.
RULE 10: INTERPRETATION, ADMENDMENTS AND VIOLATIONS
(A) The APA Show Superintendent and/or APA Show Manager have final authority and responsibility for interpretation and enforcement of rules during judging of the show.
(B) Any APA Show Superintendent and/or APA Show Manager will have the authority to disqualify those individuals seen in violation of rules.
(C) Any person who violates any of the rules will forfeit all privileges and premiums and will be subject to any other penalties that the Junior Show Rules Committee may order.
(D) The Junior Show Rules Committee reserves the final and absolute rights to interpret the rules and regulations if a protest or appeal is presented to committee chairman in writing.
(E) The Junior Show Rules Committee reserves final and absolute rights to amend or add rules and regulations with final approval of the APA Board of Directors.
(F) The bona fide National APA Junior members reserve the right to petition for rule and regulation amendments, additions or removal to the APA Board of Directors. Said National APA Juniors need 50% plus l signature of ALL active National APA Junior members on petition to be presented to the APA Board of Directors.
RULE 11: PROTESTS AND APPEALS
(A) All protest must be made to the superintendents and/or show manager in writing within three (3) business hours after the cause and accompanied by a deposit of $100.00, which will be forfeited if protest is not sustained. The protest must state plainly the cause of complaint or appeal and must be filed with show superintendent and/or show manager. Official protest will be accepted only from parents or legal guardians. If deposit is forfeited at a National Junior show, the funds will be given to the region hosting the event to deposit in their Junior Show fund.
(B) No complaint or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal will be considered.
(C) Appeals arising from situations occurring during the show must be made in writing to show superintendent and/or show manager within three (3) business hours after the cause for protest and must contain at least one specific charge stating all facts relied upon or the rules violated and name witnesses and their addresses.
(D) The livestock superintendent and/ or show manager have the authority to settle all disputes and protests if both parties agree. Otherwise, the protest or appeals shall be referred to the Grievance Committee of the National American Pinzgauer Association which will set a date and time to hear the protest. Its decision shall be final. Protest awards will be held in abeyance until final action by the Grievance Committee.
RULE 12: NATIONAL JUNIOR SHOW DATE AND SCHEDULE
(A) Effective January 1, 2004, the National Junior Show shall and will be held a minimum of one (1) day before the National Open Show, if possible.
(B) Any judge assigned to judge the National Junior Show will not be the same judge as the National Open Show, if possible.
(C) When the National Junior Show is held one (1) day before the National Open Show the following rules will be effective:
(1) Only after the National Junior show is completed (classes and showmanship) a Junior may get assistance from ANYONE TO HELP TRIM, GROOM, CLIP HIS/HER ANIMAL(S) to including other ranchers, help from professional fitters, and any member of APA or non-member of APA. ANYONE EXERCISING THIS RULE BEFORE THE JUNIOR SHOW IS FINISHED OR COMPLETED WILL BE DISQUALIFIED.
(D) Should inclement weather exist for the National Junior Show (i.e. freezing weather, heavy rains and unforeseen weather) Juniors may rule on an all natural (blow and go) show. Juniors will decide and majority will rule in this event.
RULE 13: APA JUNIOR SHOW
Applicable class divisions will be determined by each National Fair Show.
RULE 14: BRED AND OWNED BY EXHIBITOR
1. Bred and owned animals are defined as those which the exhibitor has solely and continuously owned from conception until the time of the show. Therefore, the Junior exhibitor must be the only owner listed on the dam’s registration certificate at the time of conception of the calf being shown.
2. Bred and owned by exhibitor class is open only to Juniors 9 years old to 21 years old.
Bred and owned heifers must be designated as such on the original Certificate of Registration of the APA (Junior must be listed as Breeder and Owner of animal on the Registration Certificate) to be entered in the Bred and Owned Exhibitor Show.
RULE 15: AMERICAN PINZGAUER ASSOCIATION JUNIOR SHOWMANSHIP
A. Showmanship is open to all APA Junior members who are entered in the National American Pinzgauer Junior Show. Only Juniors showing in Junior show may enter showmanship.
B. Exhibitors must show their own animal (No exhibitor may use someone else’s animal for showmanship)
C. Classes will be judged and shown youngest to oldest and posted prior to the showmanship contest.
D. Juniors are required to be 9 years old on January l of the current calendar year in order to be eligible to exhibit their animals in the National American Pinzgauer Junior Show and will become ineligible on their 21st birthday.
RULE 16: HERDSMANSHIP
YOUTH LIVESTOCK SHOW HERDSMANSHIP CONTESTS
Herdsmanship awards will be offered to three divisions:
Junior Herdsman (9 years to 17 years old to High School Graduation)
Collegiate Herdsman (18 years old (High School Graduate to 21 years old)
Premier Herdsman (Will be chosen from Pee Wee Herdsman, Junior Herdsman and Collegiate Herdsman winners).
The Herdsman Awards and the Premier Herdsman Award are to be determined using the following scoring system:
A. COOPERATIVE EFFORT 35%
(A) Individual willingness to cooperate with show management.
(B) Courtesy and willingness to support and abide to show regulations.
(C) General courtesy and educational assistance to the general public
(D) Friendliness and cooperation towards other exhibitors.
(E) Clean, neat appearance of individuals.
B. STALL AND PEN AREA 30%
(F) Aisles kept clean and free of debris for spectator walk ways
(G) Stalls and pens kept neat, clean and dry.
(H) Exhibitor cards neatly presented and displayed.
(I) Feed and bedding materials kept in orderly manner, in designated areas.
(J) Show equipment properly stored.
C. ANIMALS 35%
(K) Arriving to care for animals in timely manner.
(L) Animals properly fed and watered on a regular basis
(M) Animals presented to the general public in the best possible manner
(N) Animals kept clean at all times.
(O) Animals properly bedded on clean bedding materials at all times.
D. Booths are not part of judging for the Herdsman award.
NATIONAL APA SHOW RULES: FITTING ANIMALS CODE OF ETHICS
A. The National Open Show Committee, and or show superintendent reserve the right to disqualify anyone in the Pinzgauer Open Show. Any person or ranch showing unethically fitted livestock or livestock of any ineligible age for exhibition in the class entered is expressly prohibited. Unethical fitting will be deemed to consist of any method altering the natural conformation of any part of the animals’ body. Animals showing signs of having been operated upon or tampered with for the sole purpose of concealing faults in conformation or with intent to deceive relative to the animals’ soundness will be disqualified. If an exhibitor’s animal is in violation of the Code of Ethics rules, in the opinion of the Show Superintendent and or Show Manager and or Show Rules Committee, the exhibitor will forfeit all awards and premiums for the animal, furthermore, the exhibitor will be banned from participating in showing or exhibiting all animal in National APA Shows for the following years National APA Show.
Second Violation: If an exhibitor has a second violation of the Code of Ethics rules, the exhibitor will be banned from participation in showing or exhibiting all animals in National APA Shows for a period of 3 (Three) years.
